It seems odd indeed; however the strange bus you point out is used on Military Installations to transport troops both for commerce and official transportation. If there were 25K soldiers and they are down sizing to 5K then you have your answer. The busses are to send troops home. The strange buses are likely near local transport. Out of states would charter buses to cross state lines delivering soldiers to their respective states. I am not saying this is exactly what we are viewing, but it fits the questions that it begs. I believe it is troop transport not arresting anyone...I could be wrong but do not think so.

The small vans and vehicles are what appear strange, unless they are taking Troops to airports...They could haul arrested perps...Again I do not think so, but who knows!
